Professor Stephen Gallagher teaches Political Science at Concordia University and is President of the Montreal Branch of the Canadian Institute of International Relations. He has also taught at McGill University, the University of Calgary, and the University of Manitoba. Professor Gallagher is author of several studies on Canadian and European asylum policy. His work has appeared in International Journal, Behind the Headlines , and the series, Canada among Nations . In the early 1990s, Professor Gallagher was involved in research on constitutional issues and was employed by the Manitoba government as Research Director of the Manitoba Constitutional Task Force.
