Bev Dahlby
Senior Fellow, Fraser Institute
Bev Dahlby, Senior Fellow of the Fraser Institute, attended St. Peter’s College, the University of Saskatchewan, Queen’s University and the
London School of Economics. He was Professor of Economics at the University of Alberta from 1978 to 2012 and Distinguished Fellow in Tax and Economic Growth at the School of Public Policy at the University of Calgary from 2012 to 2020. Bev has published extensively on tax policy and fiscal federalism. He has served as an Associate Editor of Canadian Public Policy and a member of the editorial board of the Canadian Tax Journal. He has been a member of the Executive Council of the Canadian Economics Association and the National Statistics Council. Bev has also served as a policy advisor to the federal and provincial governments. In 2010-11, he was a member of the Expert Panel on Federal Support to Research and Development (Jenkins Panel) and the Ecofiscal Commission from 2014 to 2019. In July 2016, he was appointed Chair of the British Columbia Commission on Tax Competitiveness by the BC Minister of Finance. In May 2019, Bev was appointed by the Government of Alberta to the Blue Ribbon Panel to review the province’s finances. His international experience includes advisory work on tax reform for the IMF in Malawi, for the Thailand Development Research Institute, and for the World Bank in Brazil and Mexico.

Livio Di Matteo

Livio Di Matteo is a Senior Fellow at the Fraser Institute and Professor of Economics at Lakehead University in Thunder
Bay, Ontario, where he specializes in public policy and finance, health economics, and economic history. His most recent work examines value for money in health-care spending and the drivers and sustainability of health-care spending; fiscal economic history; and the historical evolution of economic inequality in Canada and internationally. Prof. Di Matteo is a member of the CIHI National Health Expenditure Advisory Panel and a contributor to Fraser Forum, the Fraser Institute’s blog, as well as his own policy blog, Northern Economist 2.0. His op-eds have appeared frequently in many newspapers across Canada including the Globe and Mail, National Post, Financial Post, Toronto Star, Winnipeg Free Press, Waterloo Region Record, and Hamilton Spectator. He has been listed in Canada’s Who’s Who since 1995 and holds a Ph.D. from McMaster University, an M.A. from the University of Western Ontario, and a B.A. from Lakehead University.

Alan Dowd

Alan W. Dowd is a Senior Fellow of the Fraser Institute, Senior Editor of Fraser Insight and Managing Director of
the Institute's EFNA Network. In addition, Dowd conducts research into defence and security issues. He co-authored the Fraser Institute report Cybersecurity Challenges for Canada and the United States; has contributed to the Institute’s Economic Freedom of North America Annual Report (EFNA); helped launch the Institute’s EFNA Network in 2014; and continues to manage and coordinate the EFNA Network, which today enfolds more than 60 member-organizations in 47 U.S. states, Canada and Mexico. An award-winning writer, Dowd is a frequent contributor to American Legion Magazine, Military Officer, The American, Landing Zone, and American Outlook. In addition, his writing has appeared in Fraser Forum, Claremont Review of Books, Policy Review, Parameters, Journal of Diplomacy & International Relations, Diplomat & International Canada, World Politics Review, World & I, National Post, Baltimore Sun, Washington Times, Washington Examiner, Sacramento Bee, Indianapolis Star, Detroit News, Vancouver Sun, Wall Street Journal Europe, Jerusalem Post, Financial Times Deutschland, and the online editions of the American Interest, National Review, and Weekly Standard. Ben Eisen is a Senior Fellow in Fiscal and Provincial Prosperity Studies and former Director of Provincial Prosperity Studies at the
Fraser Institute. He holds a BA from the University of Toronto and an MPP from the University of Toronto’s School of Public Policy and Governance. Prior to joining the Fraser Institute Mr. Eisen was the Director of Research and Programmes at the Atlantic Institute for Market Studies in Halifax. He also worked for the Citizens Budget Commission in New York City, and in Winnipeg as the Assistant Research Director for the Frontier Centre for Public Policy. Mr. Eisen has published influential studies on several policy topics, including intergovernmental relations, public finance, and higher education policy. He has been widely quoted in major newspapers including the National Post, Chronicle Herald, Winnipeg Free Press and Calgary Herald.

Nadeem Esmail is a Senior Fellow of the Fraser Institute. He first joined the Fraser Institute in 2001, served as
Director of Health System Performance Studies from 2006 to 2009, and has been a Senior Fellow since 2010. Mr. Esmail has spearheaded critical Fraser Institute research including the annual Waiting Your Turn survey of surgical wait times across Canada and How Good Is Canadian Health Care?, an international comparison of health care systems. In addition, Mr. Esmail has authored or co-authored more than 30 comprehensive studies and more than 150 articles on a wide range of topics including the cost of public health care insurance, international comparisons of health care systems, hospital performance, medical technology, and physician shortages. A frequent commentator on radio and TV, Mr. Esmail's articles have appeared in newspapers across North America. Mr. Esmail completed his B.A. (Honours) in Economics at the University of Calgary and received an M.A. in Economics from the University of British Columbia.

Ergete Ferede is Professor of Economics at MacEwan University in Edmonton, where he has held an academic appointment since 2006.
He received his Ph.D. in economics from the University of Alberta. He has previously taught at Addis Ababa University (Ethiopia), University of Alberta, and University of Windsor. Dr. Ferede has been actively engaged in research on taxation policy and intergovernmental grants. He also conducts research on the efficiency costs of taxes, the effects of taxes on various economic activities, corporate income-tax policy, and tax reform. His research has been published in the National Tax Journal, International Tax and Public Finance, Small Business Economics, and Public Finance Review.

Josef Filipowicz, Senior Fellow of the Fraser Institute, is an independent urban and regional policy specialist, and former analyst at the
Canada Mortgage and Housing Corporation and the Fraser Institute’s Centre for Municipal Studies. He holds an M.A. in Political Science from Wilfrid Laurier University and a Bachelor of Urban and Regional Planning from Ryerson University. He conducts research and produces reports on land-use regulations, housing affordability, property taxation, and municipal finance. He also comments frequently (in English and French) on policy issues in these fields, notably through radio and television interviews, panel discussions, public presentations, and blogs and op-eds. Jock Finlayson

Jock Finlayson is a senior fellow of the Fraser Institute. He was the long-serving Executive Vice President and Chief Policy
Officer for the Business Council of British Columbia, one of the country’s most influential business associations. In that capacity, he directed the Council's work on economic, fiscal, tax, environmental, regulatory, and human capital issues of interest to the province’s business community. Mr. Finlayson previously worked with the Business Council of Canada and two Canadian consulting firms. He holds a master's degree in business from Yale University, undergraduate and MA degrees from UBC, and a post-graduate diploma in economics from the University of London. He received an honorary doctorate from Royal Roads University in 2014. He is the author or co-author of two books and more than 50 published articles, book chapters, and monographs. He is a frequent commentator on economic, business, and public policy issues. His articles have appeared in such newspapers as Business in Vancouver, the Vancouver Sun, the Globe and Mail, and the National Post. Mr. Finlayson served on the Board of Directors of the Bank of Canada from 2007 to 2013.

Tom Flanagan

Tom Flanagan, Senior Fellow of the Fraser Institute, is Professor Emeritus of Political Science and Distinguished Fellow, at the School of
Public Policy, University of Calgary, and Chair, Aboriginal Futures, at the Frontier Centre for Public Policy. He received his B.A. from Notre Dame and his M.A. and Ph.D. from Duke University. He taught political science at the University of Calgary from 1968 until retirement in 2013. He is the author of many books and articles on topics such as Louis Riel and Metis history, aboriginal rights and land claims, Canadian political parties, political campaigning, and applications of game theory to politics. His books have won six prizes, including the Donner-Canadian Prize for best book of the year in Canadian public policy. He was elected to the Royal Society of Canada in 1996. Prof. Flanagan has also been a frequent expert witness in litigation over aboriginal and treaty land claims. In the political realm, he managed Stephen Harper's campaigns for leadership of the Canadian Alliance and the Conservative Party of Canada, the 2004 Conservative national campaign, and the 2012 Wildrose Alberta provincial campaign.

Jonathan Fortier

Jonathan Fortier, Senior Fellow at the Fraser Institute and Director of Libertarianism.org at the Cato Institute, earned his MPhil and
his doctorate at the University of Oxford where he worked on the idea of liberty and personal responsibility as they find expression in English literature. He is interested in the moral foundations of free markets and many other ideas central to understanding and protecting personal freedom (individual rights, private property, rule of law, spontaneous order, decentralization). He was a Fellow with Liberty Fund for three years and was Senior Director of Academic Initiatives at the Institute for Humane Studies in Washington, DC. Since 1997 he has taught at various Oxford Colleges, and lectured at several Universities in North America. He earned his undergraduate degree from the University of Montreal.Professor Geloso specializes in the measurement of living standards today and in the distant past. He combines his specialization in economic history with a specialization in political economy in order to explain differences in living standards over time and space. Mr. Steven Globerman is a Senior Fellow and Addington Chair in Measurement at the Fraser Institute. Previously, he held tenured
appointments at Simon Fraser University and York University and has been a visiting professor at the University of California, University of British Columbia, Stockholm School of Economics, Copenhagen School of Business, and the Helsinki School of Economics.He has published more than 200 articles and monographs and is the author of the book The Impacts of 9/11 on Canada-U.S. Trade as well as a textbook on international business management. In the early 1990s, he was responsible for coordinating Fraser Institute research on the North American Free Trade Agreement.In addition, Mr. Globerman has served as a researcher for two Canadian Royal Commissions on the economy as well as a research advisor to Investment Canada on the subject of foreign direct investment. He has also hosted management seminars for policymakers across North America and Asia.Mr. Globerman was a founding member of the Association for Cultural Economics and is currently a member of the American and Canadian Economics Associations, the Academy of International Business, and the Academy of Management.He earned his BA in economics from Brooklyn College, his MA from the University of California, Los Angeles, and his PhD from New York University.
