Crime rates in Ontario have declined over a 30-year period and today remain at historic lows.
Officers per 100,000 peaked in 2010 and then began to decline, with crime rates bottoming out around 2015.
Crime severity is positively and significantly related to police officers per 100,000.
Windsor, Thunder Bay, Brantford and Sudbury have the highest crime severity in the province.
The proposed new policing model will have more staff, higher costs and fewer police officers.
