This is the Fraser Institute's third annual report on the amount of time patients must wait to access new medicines in Canada. The 2009 edition of this study uses the most recent data available, covering the years 2004, 2005, 2006, and 2007.

This paper briefly examines the state of regulation in Canada and the United States with regard to the commercial advertisement of health claims associated with nutraceuticals, functional foods, and natural health products (NFFNHPs). A literature review was conducted to assess the state of the scientific research on the health benefits of the basic food elements that are essential ingredients in many NFFNHPs, and thus are subject to regulations governing allowable health claims in advertising. The types of health claims allowed to be used in advertising in Canada and the United States were checked for congruence with the scientific research found in the academic literature surveyed.

The proposition that natural resources, like physical and human capital, would spur economic growth would not seem to be controversial. So in the 1990s, when Jeffrey Sachs and Andrew Warner (1995) showed empirical evidence of a natural resource curse-the negative impact of natural resources on economic growth-it is no surprise that their finding inspired a large body of new empirical research.

In a recent update to a previous study, Himmelstein et al (2009) concluded that in 2007, uninsured medical expenses or loss of income due to illness caused nearly two-thirds (62.1 percent) of all non-business bankruptcies in the United States. The authors blame this on America's pluralistic health insurance system. The authors are well-known proponents of Canada's government-run medical insurance system.

This report presents the results of the Fraser Institute's 3rd annual survey of petroleum industry executives and managers regarding barriers to investment in oil and gas exploration and production in various jurisdictions around the world. The survey responses have been tallied to rank provinces, states, and countries by the severity of investment barriers such as high tax rates, costly regulatory schemes, and security threats, among other factors.
